Riser cupboards

I have a L3 system in the communal area of a block of flats. my question is does the electrical riser cupboards and water riser cupboards class as a room opening onto the escape route? and will need detection?

Potentially yes - anyone using common sense would want to cover the electrical riser anyway, whereas there would be an argument to exclude the water riser as a variation if it only contains water pipes.
