is it possible for any final exit fire door to be fitted with a panic exit bar and still satisfy insurers requirements for a 5 lever lock or equivalent?

No, you cannot fit these items as per your email.

In order to satisfy insurers requirements for a 5 lever lock the security of an item of hardware must be equal both sides of the door i.e. when the door is secure it cannot be opened from either side without a key.

I have been asked to put slide bolts on fire doors so that the doors can be locked from the inside can you tell me whether there is a law saying I should'nt do this whilst the building is being occupied

Martin you are absolutely correct the bolts should be removed during the time the premises are occupied. If we are talking about panic bar situation this can be achieved by removing the keep so the bolt can be removed and placed on board in the manager office. This will ensure he/she is aware that all the door with panic bars are available in the case of an emergency.
