No communal areas Does the property need a linked fire alarm system between the two flats? I think it will be section 257 HMO as converted before 1992 and has no planning or building regs approval. Tom Sutton Posted May 19, 2016 Report Share Posted May 19, 2016 If there are no common areas then The Regulatory Reform (Fire Safety) Order 2005 does not apply. If self-contained flats then they will not be a HMO and I think if converted before 1992 then the planning and building regulations are powerless to do anything you need to check with the appropriate authorities. They will be subject to the Smoke and Carbon Monoxide Alarm (England) Regulations 2015 if applicable, nevertheless there should be a domestic detection system fitted in both flats and a CO detector if necessary.
