Emergency lighting in converted flats

I live in a Victorina house that was converted into 6 flats. The conversion was done back in 1980s-1990s and there is no emergency lighting. I would like to know what is the rgulation for emergency lighting and fire detection in the premises. There are 2 studio flats + 1 three bedroom flat on the ground floor, 2 two bedroom flats on the 1st floor and 1 one bedroom flat on the 2nd floor. Could you please enlighten me what the requirement is?

The common areas are subject to the Regulatory Reform (Fire Safety) Order 2005 and it is stated in article 14 (h) emergency routes and exits requiring illumination must be provided with emergency lighting of adequate intensity in the case of failure of their normal lighting. So if the escape route requires illumination if the normal lighting fails then emergency lighting is required.
