Can a village hall temporarily use non-compliant chairs?

In November our Village Hall may have to use some additional chairs not meeting the above regulations.Is this permitted?

I was referring to The Furniture and Furnishings(Fire ) (Safety) Regulations 1988(as amended in 1989 and1993 )

The Furniture and Furnishings(Fire ) (Safety) Regulations 1988(as amended in 1989 and 1993) only apply to domestic furniture and your situation is not domestic, the appropriate guidance for you is http://www.fira.co.uk/document/fira-contract-flammability-guide-october-2011pdf.pdf.
