Should  toilets/toilet lobbies be included in compartmentation lines on drawings in dead end situations??

I understand they are no immediate fire risk, however my concern would be occupiers of the toilet being offered the same level of protection for those in adjacent rooms if excluded?

If it is only a toilet then no,  if it has a cloakroom attached then yes
